The government's policy to remove honorary staff from becoming ASN P3K does look convincing, but there is a slight oddity when the number of honorary teachers is more than the P3K quota., then honorary teachers will be transferred to outsourcing staff.
Let's say the scheme will work in the field. However, Still, all preparations must be made starting from the central government, to local government. Scheme of this change, can't immediately lay off the honorary staff in the year 2023.
Especially in educational institutions, honorary teacher (non-ASN) still needed. However, What needs to be emphasized in this change is that the recruitment pattern must be according to needs, earn decent income, at least according to the UMR.
Regarding the regional government system, it cannot be implemented directly. Regional governments are given the freedom to implement it in stages. Especially with regional financial conditions that are less stable, the change from honorary to outsourcing will take time.
Besides that, The government must make clear regulations for parties affected by changes in honorary staff
be outsourced. The government rigidly and specifically sets special policies for those affected. For example, the school, because schools will be affected by the expenditure on salaries of outsourced staff.
Obviously, If what is hoped for is prosperity then the important points of welfare must be considered. Starting from implementation in the field, needs in the field, to how to implement the change scheme well.
The main task is not only the central government and the DPR. But local government, and all workers who are still on an honorary basis must take part in overseeing this policy.
